BRANDON PLANNING COMMISSION NOV. 17, 2008
Planning Commissioners present: Ethan Swift, Jon Andrews, Anne Bransfield, Lynn Saunders
Call to Order - The meeting was called to order at 7:15 pm.
Minutes - Motion by Saunders/Bransfield to approve the minutes of the October 20, 2008 meeting as written. Passed.
It was noted that the Rutland Regional Planning Commission does not owe us 100 copies of the plan but 50. We can also get copies on CD.
Town Plan Update Discussion, comments, and changes:
Education section will go back to the Public Services and Facilities. Remove the reference to it in the Vision.
Child Care section is a requirement so that will stand.
Community Profile - Commissioners agreed to delete the section on single male households
Public Facilities and Services
Energy
"to create a town energy plan in order to develop and implement local energy conservation and generation initiatives."
"Establish a town energy committee"
Housing
"According to the 2005 Rutland County Housing Needs Assessment, Brandon has a significantly higher rental housing supply than towns of comparable size in the region."
"Use the Brandon Land Use Ordinance to encourage new growth in existing residential areas, including the downtown area."
Child Care - Ethan will provide information here from Tara
Recreation
"Develop town-owned riverfront properties of the falls off Briggs Lane for public use." Economic Development
"Discourage commercial growth that does not support the full range of transportation options, including travel by foot, or that requires the extension of municipal infrastructure."
Natural Resources
Wildlife and Vegetation Why mention other towns about the Town Forest? we don't care about the other towns. Delete reference to Goshen and Chittenden.
In Wildlife and Vegetation Recommendations, change "Implement the management plan for the town forest" to "Continue the implementation of the Brandon Town Forest Management Plan."

Conclusion and Implementation
Motion by Saunders/Bransfield to move the draft Town Plan forward, with the changes made tonight, through the public review process. Passed.
The tentative date for the Planning Commission's public hearing is January 5, 2009.
Adjourn - Being no further business, the meeting adjourned at 8:40 pm.
