BRANDON PLANNING COMMISSION

NOV. 17, 2008

 

Planning Commissioners present: Ethan Swift, Jon Andrews, Anne Bransfield, Lynn Saunders


Others present: Janet Mondlak

 

Call to Order - The meeting was called to order at 7:15 pm.

 

Minutes - Motion by Saunders/Bransfield to approve the minutes of the October 20, 2008 meeting as written. Passed.

 

It was noted that the Rutland Regional Planning Commission does not owe us 100 copies of the plan but 50. We can also get copies on CD.

 

Town Plan Update

Discussion, comments, and changes:

 

Education section will go back to the Public Services and Facilities. Remove the reference to it in the Vision.

 

Child Care section is a requirement so that will stand.

 

Community Profile - Commissioners agreed to delete the section on single male households

 

Public Facilities and Services

  • ·         Corrections were made to the paragraph and the table to reflect that well #3 is operational and supplies 800 gallons a minute.

  • ·         Keep in mosquito control district

  • ·         Change BARS language to show: In 2008 they hired their first employee to assist with daily operations.

  • ·         Solid waste management is through a private contractor.

  • ·         Brandon is a member of the Rutland County Solid Waste District

  • ·         Education gets added in here. 

 

Energy

  • ·         To the last recommendation, add the following to the end of the sentence:

"to create a town energy plan in order to develop and implement local energy conservation and generation initiatives."

  • ·         Add this as an objective:

"Establish a town energy committee"

  • ·         It was noted that there might be a problem with the color on the graph in this section when it gets reproduced.

  • ·         A sentence was added about the growth of public transportation to the Transportation paragraph in this section.

 

Housing

  • ·         Use the paragraph notated without the 1990 data

  • ·         In the first sentence, cut the next two sentences then add:

"According to the 2005 Rutland County Housing Needs Assessment, Brandon has a significantly higher rental housing supply than towns of comparable size in the region."

  • ·         In the Housing Market paragraph, remove the second sentence in first paragraph and add "2006" to the beginning of the new second sentence.

 

  • ·         Add the word "average" to this sentence, This constitutes a significant increase in "average" (ADD THIS WORD) price, enough so to mandate a town wide re-appraisal, which was completed in 2008.

  • ·         In the Rental Housing paragraph, delete the section notated for deletion.

  • ·         In the Recommendation, add the word "significant" to the sentence about requiring sidewalks for new development.

  • ·         Delete the second and third bullet in Recommendations and add the following bullet in its place:

"Use the Brandon Land Use Ordinance to encourage new growth in existing residential areas, including the downtown area."

 

Child Care - Ethan will provide information here from Tara

 

Recreation

  • ·         The words "and a pool" were deleted from the fourth recommendation

  • ·         Syndicate Rd is now known as Lower Carver St.

  • ·         The second to last bullet was rephrased:

"Develop town-owned riverfront properties of the falls off Briggs Lane for public use."

Economic Development

  • ·         In the paragraph called Businesses, add the words "in the Technical Appendices" after Figure 21.

  • ·         Remove the following words in the corresponding recommendation:

"Discourage commercial growth that does not support the full range of transportation options, including travel by foot, or that requires the extension of municipal infrastructure."

 

 

Natural Resources

  • Add the following word: Rare "paint" stucco
  • Add: OMYA and Imerys, "both mineral extraction companies,"

 

Wildlife and Vegetation

Why mention other towns about the Town Forest? we don't care about the other towns. Delete reference to Goshen and Chittenden.

 

In Wildlife and Vegetation Recommendations, change "Implement the management plan for the town forest" to "Continue the implementation of the Brandon Town Forest Management Plan."

 

Transportation

  • Ethan will get something about the Route 7 reconstruction project.
  • All language in this section regarding the requirement of future development to have bike and sidewalk lanes will be reworded with the word "significant."

 

Future Land Use

  • Remove paragraph starting with January - July 2003
  • Add Futures Map in this section

 

Conclusion and Implementation

  • Everyone think of a word in place of Operationalize in the last sentence or else it STAYS.

 

Motion by Saunders/Bransfield to move the draft Town Plan forward, with the changes made tonight, through the public review process. Passed.

 

The tentative date for the Planning Commission's public hearing is January 5, 2009.

 

Adjourn - Being no further business, the meeting adjourned at 8:40 pm.
