Brandon Board of Sewer Commissioners MeetingMarch 10, 2008

The meeting was called to order at 8:01PM by Chair Bill Hatch.
1. Call to order
a) Agenda Adoption - Motion by Bruce Brown/Kellie Patten to adopt the agenda. The motion passed unanimously - 4 to zero.
2. Consent Agenda
a) Approval of Minutes - Board of Sewer Commissioners Meeting of February 25, 2008
Motion by Bruce Brown/Kellie Patten to approve the minutes of the Sewer Commissioner's meeting of February 25, 2008. The motion passed unanimously - 4 to zero.
3. Consider/Set Sewer Rate for Billing
Motion by Richard Baker/Bruce Brown to retain the unit price at $7.50 per thousand gallons, with a 6,000 gallon minimum and to increase the base rate from $30.00 to $40.00 per 6-month billing period. The motion passed unanimously - 4 to zero.
Richard Baker stated a couple of billing cycles ago, we split the billing for capital and operations with the idea that the $30.00 fixed fee would track more closely for the debt service. He noted there is $80,000.00 in debt that was authorized by a previous select board and Mr. Baker noted this is not a good practice. The purpose of increasing the base fee would be to take $5.00 per customer every six months to put towards the regular debt service and $5.00 would be used to defray the long outstanding debt.
3. Old/Other Business
Keith Arlund stated he followed up with Mr. Hockaday of the Spring Pond Development, at the request of the board during the last Select Board meeting. They had not authorized to move to that piece of design; however, Otter Creek has now been authorized to do so. They will be moving along with the formal application process.
4. Adjournment
Motion by Bruce Brown/Kellie Patten to adjourn the Board of Sewer Commissioner's meeting at 8:09PM to convene as the Board of Liquor Commissioners. The motion passed unanimously - 4 to zero.
